1️⃣ SITUATION

RECENT SIGINT IDENTIFIED THAT KNOWN SELECTOR FOR DUGAN IS AT CASINO!!! MOVE IMMEDIATELY TO INTERDICT AND CONDUCT ELICITATION!!!The operating environment remains tense with multiple known and suspected civic-disturbance and narrative-finance actors active in the metro area. It is assessed that more than one group may be running separate collection or counter-collection efforts against the same networks. Be cognizant of other teams.

Maintain surveillance consciousness at all times. Treat all surroundings as contested information space. ALL TEAMS use conference call information provided (see below) for passing information.

2️⃣ OBJECTIVE

Control requires confirmation of the logistics facilitator known as Ray “Diamond” Dugan (hereafter DUGAN). Two field elements, ATLAS//ORION,will be employed to validate his identity and establish rapport for follow on network exploitation. Maintain situational control around DUGAN and maintain routine movement. Employ cover as trained where appropriate.

3️⃣ TASKING

• Element 1 – Vehicle Identification / Overwatch
  DUGAN is assessed to operate a black Mazda CX-30, Virginia plates similar to TP? 9??4 (digit variance possible). Locate the vehicle inside the designated garage. Positive-ID by plate or distinctive markings. Do not touch or attempt to enter the vehicle. Obtain a visual confirmation of any materials in the interior. Keep a vantage point on the vehicle at all times. Maintain discreet overwatch until relieved.
• Element 2 – Venue Observation / Contact Window
  Establish position inside the casino complex. Control will post a reference image to this cable for recognition purposes (partial facial and clothing pattern). Maintain routine posture; you are ordinary patrons. Observe for DUGAN, adapt to his social behavior, and note any associates. Conduct an elicitation of DUGAN in conversation consistent with “agitator wannabe” or “community-organizer” themes. Determine network nodes and connections for follow-on Find, Fix, Finish, Exploit, Analyze (F3EA) in conjunction with supportive authorities.
• If DUGAN departs or breaks contact unexpectedly, stand down quietly and allow the alternate element to regain and assume visual control. Do not follow off-property or initiate pursuit.
• Photographic collection is authorized with caution; no AI-enabled eyewear or recording devices inside the casino floor. Pass all information to control and team leaders.

4️⃣ REPORTING

Each element will provide a short verbal update to control upon consolidation:

Keep remarks brief and factual. No speculation or assessment. Teams will merge vehicle and target inputs for composite analysis.

5️⃣ CONDUCT / SECURITY

• Remain low-profile and avoid clustering unless your cover story supports.
• Maintain observation and counter-surveillance.
• Maintain consistent civilian cover behavior nothing tactical in posture or movement.
• Communicate with control only through designated channel. Do not synchronize or socialize directly with the other element in public view.
